The Governor having forwarded to me his new

draft agreement, I communicated a copy to r. kaze in

Shanghai on September 24th, and suggested that it should

in the first instance be discussed between our respective

"experts". This discussion took place a day or two later

between Hr. wright and r. Teichman when the latter con-

veyed the warning I had been given by the Governor that

objections might be raised by the commercial community

at Hongkong, and made it plain that we were not in a

position to discuss details and that anything we said or
